Dr. Phelan is a Professor in the Department of Neuroscience in the College of Medicine at the University of Arkansas for Medical Sciences. He currently is located at the UAMS Northwest Regional Campus in Fayetteville. He is the Director of an NIH SEPA grant that is designed to stimulate high school students interests in STEM fields. He teaches in Human Structure (anatomy), Brain and Behavior, STEP I preparation course, and Longitudinal Ultrasound Curriculum for M1 and M2 students in the COM as well as resident ultrasound teaching on NW campus. He is a faculty member in the Compton Academic House on the NW campus. He serves on the COM student promotions committee, COM Appeals board, COM committee for alleged discrimination against medical students, and Cancer Research Training and Education (CRTE) Committee at the UAMS Winthrop P. Rockefeller Cancer Institute. He is a review board member for Medical Science Educator, and has been an NIH study section reviewer. Dr. Phelan is a past recipient of the Lutterloh Medical Education Excellence Professorship (2015-2018), 19 red sash and 5 golden sash teaching awards from COM students, as well as a Deans Education Excellence award (2011-2013), a Chancellors Excellence in Education award (2019), an Education Innovation award (2018), and the Chancellors Community and/or Institutional Service award (2023).
